My brothers having problems with his still and I'm as dry as a cement bag ! !

Still is bubbling very slow & alcohol % dropping

Short answer: It's working.
Long answer: Oh boy... I hope i'm wrong here and you are using some kind of still i've never heard of.
That's not a still, that's your fermentation chamber. Your carboy, or bucket, or whatever you put sugar, water and yeast in. And probably not any nutrients, if it's going so slow.
The hydrometer reads POTENTIAL alcohol. You don't think that what you put in the carboy had 15% alcohol already in it, do you? Then you would just distill it right away!
As it's converted it will drop towards 0%. When it hits 0% or you get too impatient, then you're done. Then you need to build a real still
