I am building a new still that will have a 240V 5500W ULWD camco heating element. I have looked through all the element control posts referred to on the wiki, but I can't seem to understanf one fully or fond one with a complete parts list. That being said would something like this work for a controller?

That link leads to a relay which will not work for controlling a heating element... Either follow the link MuleKicker posted or have a look here in the forums rather than in the Wiki... There are several topics related to the various types of controllers as well as the parts required... But don't expect paint by numbers instructions on how to build them because there are more than a few ways to go about doing so... And if you aren't comfortable enough to figure out how to go about building one then you should consider buying instead...
